Main Purpose of Post/Job Summary:
The post holder will be responsible for the effective and efficient fulfilment of the Councils statutory duties with regard to the enforcement of all relevant legislation. The post holder will be required to liaise with personnel from relevant agencies to deliver a service which aims to tackle crime and anti-social behaviour in Newry, Mourne and Down District Council area.
Duties and Responsibilities
1. Undertake high visibility, directed foot patrols in the District to deter and detect anti-social behaviour including joint PSNI/DDC night time patrols.
2. Enforce relevant sections of legislation including the Litter (NI) Order, The Pollution Control and Local Government (NI) Order, Street Trading Act (NI), Local Government (Miscellaneous Provisions) (NI) Order, the Dogs (NI) Order, Council By-Laws and any other legislation, in so far as it may relate to the functions of the post. Such enforcement should include the issuing of fixed penalty fines as and when appropriate.
3. To gather evidence, produce witness statements, interview under PACE and attend court as necessary in the enforcement of relevant legislation and byelaws.

4. Assist other statutory bodies, including the PSNI, through recording, reporting and storing incident data on criminal and nuisance activity/incidents affecting the health and safety of the public e.g., private/industrial waste, criminal damage, anti-social behaviour, noise pollution etc.
5. Act on enquiries/complaints of alleged anti-social behaviour e.g., noise, consumption of liquor in designated places etc. Making appropriate referrals to the relevant agencies.
6. Deal with requests for information and enquiries from the public and other agencies on all matters relating to the functions of the post. Maintain records and compile statistical returns and reports as required.
7. Respond to referrals/complaints from relevant statutory agencies, resident/community groups or individuals and report back as appropriate.
8. Develop and deliver relevant educational programmes, publicity materials, special projects and events. Also to review and update these programmes where necessary.
9. Work with the local community in addressing anti-social behaviour. Attend and contribute to meetings as directed. Provide information and guidance to the community.
10. Encourage, implement and support an interagency problem solving approach, liaising with the PSNI, Council Departments, Community Safety Partnership, NI Housing Executive and any other relevant bodies.
General
1. Carry out duties in compliance with the Health and Safety at Work Order 1978 (as amended); Acts of Parliament; Statutory Instruments and Regulations and other legal requirements; and all Council Policies and Procedures including Dignity at Work, Health and Safety, Attendance and all relevant Codes of Conduct.
2. Undertake the duties in such a way as to enhance and promote the positive reputation of Newry, Mourne and Down District Council.
3. Lead by example by behaving at all times in accordance with the Councils values and promote same within the organisation and externally.
4. Undertake all aspects of work respecting confidentiality and ensure that personal and/or sensitive information under the control or access of the post holder is used, stored and maintained in accordance with relevant data protection legislation.
5. Contribute to Corporate, Departmental and Regional working groups as required.
6. Actively participate in employee relations matters including undertaking investigations and chairing hearings relating to employment matters as required (e.g. discipline, grievance & harassment) and make decisions regarding appropriate outcomes with support from HR and in compliance with the relevant legislation.
7. Participate in the Councils Recruitment and Selection processes as a panel member, including assisting the panel with development of person specification, identifying selection methods and adhering to advice given regarding current employment legislation and codes of practice.
8. When required, assist in the execution of the Councils Emergency and Business Continuity Plans.
