Quantity Surveyor

Main purpose of job

To be responsible to the Property Officer (Quantity Surveying) for:

• the provision of a full range of quantity surveying services, including the preparation of contrast documentation;
• assisting in the evaluation of tenders and quotations; and
• the development of interim valuations, costing variations and final accounts and the coordination and monitoring of budget estimates.

Essential Criteria

Applicants must, as at the closing date for receipt of application forms:

• Have a third level qualification in a relevant subject such as Quantity Surveying or equivalent qualification and be able to demonstrate on the application form, bu providing personal and specific examples, at least one year’s relevant experience within the building industry. This must include one year’s relevant experience in at least three of the following areas:

• Be able to demonstrate on the application form, by providing personal and specific examples, at least two years’ relevant experience within the building industry. This must include two years’ relevant experience in at least three of the following five areas:

1. preparation of bills of quantities and schedules of materials, labour and services;
2. preparation of budget and cost plans;
3. preparation and valuation of progress and final payments for contractors and clients;
4. preparation of tender and contract documents; and/or
5. analysis and evaluation of tenders and quotations

Short-listing Criteria

In addition to the above qualifications ad/or experience, Belfast City Council reserves, the right to shortlist only those applicants, who as at the closing date for receipt of application forms:

• in the first instance, can demonstrate on the application form, by providing personal and specific examples, either one year’s or two years’ relevant experience in each of the five aforementioned areas; and
• in the second instance, can demonstrate on the application form, by providing personal and specific examples, that they have at least one year’s relevant experience of measured term contracting and the application of building schedule of rates.
