Main purpose of job

To be responsible to the Waste Transfer Station (WTS) Supervisor, for the control of vehicles
and maintenance of the Waste Transfer Station, Dargan Road.

Summary of responsibilities and personal duties
1. To control all site traffic – directing heavy goods vehicles depositing and delivering:
– Municipal waste at the WTS reception hall,
– Recovery materials at the Recycling area at the WTS.
– Other materials and equipment to site
2. To inspect and ensure the correctness of all duty of care documentation accompanying
municipal wastes entering the station.
3. To maintain general site tidiness and cleanliness at the WTS including but not limited to:
– Clearing litter from planted areas and around site perimeter, its fences, entrance and
approach roads.
– Cleaning such items as site offices, canteen accommodation, site vehicles such as
Light Vehicles, using high pressure washing equipment when necessary
– Maintaining the site infrastructure, i.e. carrying out general repairs and cleaning off;
site roads, drainage, site offices, ;the erection of site signage ;painting, and any other
general maintenance and repair works, including perimeter fencing, using portable
power tools, as required.
– Brush, clean and wash the waste reception hall on a regular programme set by
management taking into consideration vehicle movements and operation of the loading
– Maintain the WEEE recycling area in a clean and orderly condition by placing loose
materials in their respective containers and sweeping the area of dirt and litter.
– To assist where necessary with off-loading of deliveries of materials and other
equipment to site using site telescopic handler
4. To safely store Waste Electrical and Electronic (WEEE) and other wastes banned from
landfill, monitor stock levels and, in liaison with the Site Supervisor, ensure timely and
safe uploading and removal by external contractors.
5. To identify and manually remove hazardous wastes (including the packaging and
quarantining of asbestos and hypodermic needles) that have been deposited on the WTS
6. To operate and maintain a range of plant and machinery as required such as tele-handlers
mechanical sweepers, scissor lifts, mini dumpers etc, drive council-owned Light Vehicles,
and complete relevant daily check logs on the above.
7. To notify management through the appropriate procedures and reporting mechanisms of:
– sighting of vermin on sites,
– outbreak of fires on site (and assist with extinguishing fires under supervision),
– depositing of wastes, which are considered unacceptable for disposal at the site,
– the presence of any unauthorised personnel on site and the unauthorised removal of
materials from the site.

8. In the absence of on-site supervision, ensure that safe systems of work are employed and
that all work activities are carried out in compliance with health and safety legislation and
the waste management site licence.
9. To be aware of the Health and Safety at Work Regulations and Belfast City Council’s
safety and operational rules for the sites; how they apply to this post’s safety and others
affected by this post’s activities.
WTS Operative
10. To manually remove Waste Electrical and Electronic Equipment (WEEE) and other wastes
banned from landfill, from the wastes deposited on the WTS floor.
11. To identify and manually remove hazardous wastes (including the packaging and
quarantining of asbestos and hypodermic needles) that have been deposited on the WTS
12. To manage the safety of all site users/service providers and contractors visiting or
operating inside the waste hall.
13. To keep up to date with best practice in waste management and to participate in any
relevant training programme or initiatives as identified or required.
14. To provide additional cover to the Household Recycling Centres, as appropriate.
15. To unlock tailgates on vehicle depositing wastes at the waste transfer station and closing
of tailgates upon completion of the waste deposit, thereby reducing health and safety risks
for site users.
16. To participate in all induction and in-service training provided by Belfast City Council and
in the induction and support of all newly appointed staff and other human resource
management policies and procedures, as appropriate, including, absence management,
disciplinary and grievance procedure.
17. To act in accordance with the council and departmental policies and procedures including
customer care, equal opportunities, health and safety, safeguarding and any pertinent

profile of the council.
19. To undertake such other relevant duties as may from time to time be required.

Essential criteria
Driving Licence and experience

Applicants must, as at the closing date for the receipt of application forms:
• possess a full, current C1 (class 3) driving licence which enables them to drive in Northern
Ireland; and
• be able to demonstrate on the application form, by providing personal and specific
examples at least one year’s experience of each of the following areas:
(a) labouring within the commercial, building, waste, transport or other heavy industry
including the management of site traffic;
(b) operating and maintaining a range of plant and machinery as required and driving
Light Vehicles; and
(c) providing advice and guidance to drivers and other customers on a daily basis in a
face-to-face environment.
