Bluestones Staffing are partnering with Belfast City Council to hire a Regeneration Development Surveyor on a temporary ongoing basis for a vacant post. This is a full-time role based full-time in office.

Hours: 37 hours per week
Job Type: Temporary Ongoing via Agency
Rate of Pay: £26.18 per hour
Target Start Date: 2 December 2024 (TBC)

About the role…

The postholder will report to the Development Manager (City Regeneration and Development) and provide strategic regeneration expertise to support the development and delivery of regeneration and city development projects aligned with Belfast’s strategic objectives. The role involves providing strategic advice on the use of the Council’s land and property assets, leading on the delivery of public/private regeneration projects, and working alongside public sector bodies to maximize development opportunities. The postholder will contribute to transforming the city through regeneration, delivering sustainable growth and improving the quality of life for local residents.

Job Responsibilities:

  • Provide strategic advice on the use and regeneration of the Council’s land and property assets, and conduct site assessments for potential development.
  • Lead on identifying and developing regeneration opportunities and land assembly projects to deliver strategic regeneration initiatives.
  • Work alongside other public and private sector organizations to bring forward city-wide development opportunities.
  • Lead the development of regeneration plans and manage development agreements and land transactions.
  • Explore mechanisms for partnerships and investments in regeneration and development projects, including housing-led regeneration.
  • Provide strategic advice to senior management on property, regeneration, and development issues to identify and deliver opportunities.
  • Oversee and manage complex regeneration and development projects, ensuring alignment with corporate objectives and best value.
  • Negotiate voluntary acquisitions of properties, manage the compulsory acquisition process, and advise on legal and property constraints.
  • Build relationships with key stakeholders, including government departments, statutory bodies, and private sector partners.
  • Prepare reports, attend committee meetings, and ensure all regeneration and development projects meet Council objectives.
  • Stay informed on professional developments in regeneration, planning, and property, and make recommendations to management.
  • Manage and motivate staff to ensure effective service delivery, providing staff training and development opportunities.
  • Participate in recruitment, selection, and human resources management procedures in line with Council policies.
  • Ensure the Council’s policies are followed, including customer care, equal opportunities, health and safety, safeguarding, and other legislation.

Essential Criteria:

  • A third-level qualification (or equivalent) in a relevant field such as Business Studies, Economics, Management, or Urban Development.
  • At least one year of experience in strategic property management, regeneration, or city development projects, or two years of relevant experience.
  • Experience in leading land transactions, development agreements, and managing regeneration projects.
  • Proven ability to identify, lead, and manage regeneration and development opportunities, building relationships and partnerships with stakeholders.
  • Experience in advising senior management on development, regeneration, planning, and property market issues.
  • Strong negotiation skills, with experience in managing property acquisitions and disposals, both voluntary and compulsory.
  • Ability to work effectively with public and private sector partners to deliver regeneration and development projects.
  • Strong communication and report writing skills, with the ability to present and influence a wide range of stakeholders.
  • Ability to manage projects, oversee complex land transactions, and ensure the successful delivery of regeneration initiatives.
  • Experience in managing staff and ensuring effective service delivery and professional development.
