Bluestones Staffing are partnering with Belfast City Council to hire a Quality & Performance Reporting Officer for a temporary project. This is a full-time role based full-time in office.
Hours: 37 hours per week
Job Type: Temporary Ongoing via Agency
Rate of Pay: £19.35 per hour

About the role…
The Quality, Performance and Reporting Officer is responsible for establishing and delivering the quality and performance management framework across the service, ensuring quality assurance of all data and timely reporting based on agreed metrics. This role involves working closely with internal and external stakeholders, including local councils and funders, to assess service delivery, enhance performance, and support continuous improvement. The role also involves managing service evaluation, compliance, and risk reporting, as well as overseeing benefits realisation to maximize the impact of investment.
Job Responsibilities:
- Track, analyze, and report on activity, outputs, outcomes, and performance KPIs across the service, ensuring reports align with funder guidelines.
- Assess progress against targets, identify service issues, and explore opportunities for service delivery improvements.
- Lead user experience insights as part of programme evaluation and support continuous service improvement.
- Work with Councils to develop improvement plans and manage service quality and performance.
- Monitor and report on compliance, audit, and risk matters, providing assurances to funding and council partners.
- Oversee the development and review of a benefits realisation plan to maximize investment impact.
- Manage service evaluation, including overseeing independent evaluators and ensuring funder reporting requirements are met.
- Assist in the development and implementation of quality assurance and performance management processes and systems.
- Manage staff training and development to ensure effective service delivery.
- Maintain strong communication across teams and support problem-solving on quality and performance issues.
- Participate in recruitment, staff induction, and ensure adherence to council policies, including health and safety and equal opportunities.
Essential Criteria:
- A third-level qualification (or equivalent) in a relevant field such as Business Studies, Economics, Management, or Public Policy.
- At least one year of relevant experience in performance management, monitoring, and reporting, including analyzing performance data at the programme level.
- At least one year of experience in quality and performance management, evaluation, and implementing improvement plans for strategic projects.
- At least one year of experience supporting stakeholder engagement and building consensus to achieve programme-level targets.
- Ability to develop and implement performance management and business planning cultures, setting objectives, targets, and performance measures for service improvement.
- Strong presentation and communication skills, with the ability to influence and engage a wide range of stakeholders.
- Ability to prioritize and manage complex projects, ensuring deadlines are met within resource constraints.
- Experience in budget preparation and controlling expenditure, with the ability to report on contract performance.
- Strong analytical skills, with the ability to interpret complex issues and make informed decisions.
- Experience developing and implementing service evaluation and improvement plans in line with strategic priorities.
- Ability to build and maintain partnerships with internal and external stakeholders to support key projects.
- Proficiency in IT tools, especially MS Office, for business reporting and performance management.
- Strong interpersonal skills with the ability to build rapport, influence others, and negotiate for support on difficult decisions.
- Ability to work effectively within a team and contribute to shared objectives across organizational boundaries.
