Bluestones Staffing are partnering with Belfast City Council to hire a Monitoring Officer. This is a temporary ongoing role due to a vacant post, and the successful candidate must be available from 11 November 2024.

Hours: Full-time, 37 hours per week
Job Type: Temporary ongoing via Agency
Rate of Pay: £15.98 per hour
Location: Adelaide Street, Belfast, Co. Antrim

About the role…

The Monitoring Officer (ESS) is responsible for providing financial and administrative support for the ESS Programme. Reporting to the Finance and Compliance Officer, the role includes monitoring financial aspects, preparing draft reports, processing claims, and coordinating audits for ESS-funded projects. The position supports collaboration with local councils and facilitates the monitoring and evaluation of funded projects to ensure compliance with organizational policies and standards.

Job Responsibilities:

  • Developing and maintaining monitoring and evaluation documentation systems for the ESS Programme.
  • Collaborating with local councils to support enterprise delivery goals in line with program plans.
  • Monitoring activities and expenditure of funded projects, ensuring records are accurately maintained.
  • Compiling reports and briefings from monitoring and evaluation data for stakeholders.
  • Processing grant applications, verifying eligibility, and logging supporting documentation.
  • Supporting claims processing and payments to councils, maintaining payment records in CRM.
  • Coordinating with Finance and Compliance Officer for audit checks and compliance with procedures.
  • Representing the Finance and Compliance Officer in meetings or activities as needed.

Essential Criteria:

  • Five GCSEs (Grades A – C) including English, or equivalent.
  • At least one year’s relevant experience in: Implementing, monitoring, and evaluating systems for project needs; Monitoring project/program performance and progress; Analyzing data, compiling reports, and presenting findings.
  • Analytical and decision-making skills to interpret complex issues.
  • Strong communication skills, providing advice and operational guidance.
  • Customer care skills and responsiveness to internal/external needs.
  • Proficiency in IT (MS Office), data preparation, and analysis.
  • Effective partnership-building and stakeholder management.
