BSNI are working with Lisburn and Castlereagh City Council to recruit a Community Support Officer (PO2) – Admin & Clerical. This role is temporary.
Rate: £20.98 phr
Hours: 37 pwk
Duration: 24 weeks

As a member of the Community Development & Resources Team the post holder will be required to:
- Develop and manage the Community Support Service whilst striving at all times for continuous services improvement.
- Manager and motivate staff to deliver a needs based service which is delivering effective and efficient outcomes and outputs.
- Manage programmes, with a focus outreach to Community/ Voluntary organisations, in compliance with legislation, regulations and internal and external processes.
- Assume any other related duties relevant to the role reasonably delegated by the Community
- Development & Resources Manager, this will include attendance at meeting and participation in an interchange of duties with the Community Facilitates & Resources Officer to cover sickness, annual leave, staff vacancies etc.
KEY DUTIES AND RESPONSIBILITIES:
- Oversee the operational management, staff supervision & development of the Community Support team and establish appropriate targets to promote effective community engagement and ensure the outputs are in accordance with the Council’s Community Development & Good Relations Strategies.
- Develop and maintain good communication links within the voluntary and community sector by encouraging effective networking and promotion of best practice in community development & good relations.
- Develop local policies, service level agreements and systems to ensure the efficient delivery of a need based service that is effectively promoted and communication to all stakeholders.
- To be responsible for the co-ordination and completion of reports, financial claims and monitoring templates for internal and external stakeholders.
- To monitor the performance of all Community Support functions and take corrective action in order to resolve any adverse variances.
- Work across the Community Development & Resources Team and Cultural & Community Services unit on collaborative initiatives and opportunities.
- Assist with management of all budgetary control issues across Community Support, ensuring adherence with Council’s accounting manual.
- Ensure compliance with Council policies and procedures and operate within the highest standards of management and personal behaviour, which reflect the core values and behaviours of the organisation.
- Promote equality of opportunity and access in service delivery and in employment of staff through the mainstreaming of equality within the Council.
- Ensure the provision of high standards of customer care across the services and promote and manage the service effectively and communicate in a way, which enhances and promotes the public image and overall reputation of the Council.
- Develop and enhance working relationships with relevant partners and stakeholders to maximise
corporate and community planning outcomes and to generate innovation in service delivery.

Essential Criteria
Qualifications & Experience
It is essential that applicants have a minimum of:
– A degree level qualification in relevant discipline.
EXPERIENCE
– Three years’ relevant experience managing Community Development or Good Relations programme within at least 3 of the following areas:-
- Supervision of staff and/or volunteers
- Working with a range of stakeholders to achieve effective outcomes
- Policy assessment & development
- Managing a budget
- Delivering a community event
KNOWLEDGE:
- A working knowledge of legislation and regulations around community development, good relations budgetary control and staff management.
- A clear understanding of issues facing local communities locally and across Northern Ireland.
- A good understanding of workings of local government and wider environment and political context in which it operates.
General
1.3- It is essential that applicants hold a full (i.e. not provisional) and current UK driving licence and access to a car or * have access to a means of transport which would enable the applicant to carry out the duties of the post.
