BSNI is working with Belfast City Council to recruit a Geographical Information Officer (SO1) – Engineering & Surveying. This is a temporary role. This role is full time, Monday to Friday, 9:00 AM – 5:00 PM (37.5 hours per week). Applicants will need to be flexible to suit the councils needs.

Location: Civic Centre Lagan Valley Island, Lisburn, Lisburn and Castlereagh, BT27 4RL, United Kingdom.

Duration: 16 Weeks.

Hours of work: 37.5 per week, 9am – 5pm Monday to Friday.

Salary: £18.26 phr.

 

Main purpose of job:

To assist in the provision of technical advice towards the Council implementing a GI Strategy, developing GI capabilities and to assist in delivering GI input to major Council projects such as Local Development Plan, Community Planning, Emergency Planning and other statutory obligations. The Officer will also assist in assessing and advising on the Councils corporate GI need and short and medium term GI/IT Strategy.

To work across Council and engage all Service areas to maximise the potential of information available to Council. To work with service units in assisting to drive projects, analyse data, provide localised training and create GI information to inform Council and help deliver strategic aims.

The post holder may undertake other appropriate duties reasonably assigned by the Line Manager.

Key responsibilities and duties:

The post holder may be required to perform additional or different duties from those listed below to address business needs and changing business practices but primarily will be responsible for a variety of the following activities:

Collate, prepare and format data into a GI format for importing to a range of GIS software packages.

Analyse and display data on maps using various GIS methods including geo-statistical analysis, network analysis and spatial analysis of data.

Web mapping technologies for example: Prepare, design and publish web mapping services that comply with web mapping standards such as OGC, INSPIRE.

Create and edit metadata for a variety of Spatial datasets, including Inspire compliant data
Work with Data transformation such as FME, GO Loader

Experience of working with Oracle databases, writing and implementing SQL scripting
Spatial data models- experience of working with UML, XML or GML.

Specific roles and responsibilities will be dependent on the business area and project undertaken.

1.    To assist in the planning and prioritisation of work programmes as directed and agreed by the Line Manager to ensure that all duties and tasks are carried within the specified and agreed time and performance targets.

2.    To assist and direct the Council in the development and delivery of its GI Strategy, including liaise with software suppliers to the benefit of Council in progressing the Strategy. To assist in managing all Council-related GIS data collection and analysis and create a portal or central repository for staff to quickly find GIS-related information.

3.    To participate as required in Project Teams for service development, continuous improvement initiatives, information sharing and in the training of Staff and others.

4.    To assist in corporate GIS projects, (including field work as required) and analysis to create precise and accurate data, maps, and/or visualisations to be used in decision making. This will include contributing to reports, supplying Senior Management and other Officers with key data presented in an appropriate format and supporting internal and external consultation processes.

5.    To assist in the development of working relationships with relevant partners and stakeholders to maximise corporate and community planning outcomes, consultation responses and to generate innovation in service delivery.

6.    To assist with the maintenance of the Councils GIS system including external data capture from external partners and aid localised training to GIS users in relation to GI software and desktop products. Create and manage GIS databases and research new techniques and ways to apply GI Systems and knowledge throughout the Council.

7.    Support the implementation of information sharing relating to Geographical Information (GI), including providing guidance and information on licensing, copyright and intellectual property, identifying risks, resource and technical issues, and making recommendations on how to address and resolve problems.

8.    To assist in liaison with LPS and other Councils and attend meetings and functions as required. To represent the Council at conferences, consultations, seminars and working parties (This may include out of hours working).

9.    To assist in innovative and creative ways of delivery of the Service aims and objectives. To inform and advise Managers on IT/GI Best Practice and roadmap to project delivery. Identify current and future sources of information from other government and statutory agencies. To assist and analyse and evaluate the impact of emerging GIS technologies to continuously improve the range and quality of GIS services delivered by the Council.

10.    Ensure compliance with Council policies and procedures including all Health & Safety protocols and operate within the highest standards of management and personal behaviour, which reflect the core values and behaviours of the organisation.

11.    Promote equality of opportunity and access in service delivery and in the employment of staff through the mainstreaming of equality within the Council.

12.    Ensure the provision of high standards of customer care across all the services provided by the Unit and promote and manage the service effectively and communicate in a way, which enhances and promotes the public image and overall reputation of the Council.

It is essential that all applicants have a minimum of:

Qualifications:

A degree in Geographic Information Systems or a degree in Geography with GIS modules.

Essential Skills:

  • The ability to compile and keep accurate records, reports, Diagrams and drawings.
  • Competent in the use of Word, Excel, Outlook etc.
  • GIS skills – able to use ESRI GIS software suite to load, manipulate, analyse and display data on digital mapping.
  • Create web maps and applications to internal and external use
  • Ability to utilise spatial databases technologies using National Mapping
  • Experience applying cartographic skills to manipulate digital data
  • Knowledge of web mapping technologies. Familiarity with OSNI/Spatial NI data and Web Services
  • Timeliness ability to work to deadlines
  • Capable of presenting to internal senior management and to external businesses at events,
  • At least one year experience working in GI.
  • Be self-motivated and delivery driven. Ability to drive projects with minimal supervision.

Desirable Skills:

  • Familiarity or experience working with multi-user geodatabases (preferably in ArcGIS SDE or ArcGIS Online environment).
  • Familiarity or experience with working with Network Analyst.
  • Familiarity or experience working with mobile mapping hardware (e.g. GNSS units and receivers) and/or software (e.g. ESRI ArcPad, Trimble GPS Pathfinder)
  • Basic knowledge of or willing to learn Python scripting language
  • Knowledge of Open Data Standards
  • Administration of an ArcGIS Portal
