Bluestones Staffing are partnering with Belfast City Council to hire a Community Development Officer on a temporary ongoing basis. This is a full-time position with an immediate start required upon selection.

Hours: Monday to Friday, 37 hours per week
Job Type: Temporary ongoing via Agency
Rate of Pay: £19.35 per hour
Location: Belfast City Centre

Job Responsibilities:

  • Oversee the development and delivery of community development activities to meet the objectives of the Community Services Unit.
  • Employ a community development approach to support local groups and organizations in achieving their objectives.
  • Ensure the effective day-to-day management of Belfast City Council community and play centers, including repairs and maintenance.
  • Oversee operational management of community facilities, ensuring compliance with health and safety, legislative requirements, and emergency call-outs.
  • Engage in needs assessments with local communities and stakeholders, preparing and updating area plans to address priority issues.
  • Manage administrative procedures, financial systems, and processes for community centers and provide support to center committees.
  • Coordinate activities and ensure alignment with neighboring facilities and organizations.
  • Build positive relationships with users to ensure a high-quality customer experience.
  • Lead and support capacity-building efforts, community outreach, and special programmes, projects, festivals, and events.
  • Liaise with stakeholders to ensure joined-up planning and service delivery.
  • Act as a point of contact for local knowledge on community development issues and represent the council on neighborhood forums.

Essential Criteria:

  • A third-level qualification in a community development or social science discipline (e.g., Community and Youth Work, Sociology, Social Policy) or an award recognized by the Joint Negotiating Committee for Youth and Community Workers, along with at least one year of experience in:
    – Leading community development projects.
    – Managing community facilities and staff, including budgeting and administrative duties.
    – Grant aid assessment and monitoring.
  • Alternatively, two years of relevant experience in the above areas without the qualification.
  • Ability to lead and motivate a small team, work with political sensitivity, communicate effectively, and collaborate with multiple stakeholders.
