Main purpose of job

The post holder will report to the Assistant Programme Manager (Fabric) and will be responsible for:

Assisting in the development, implementation, delivery, and monitoring of an effective planned fabric maintenance programme and schedule for Council assets, ensuring compliance with applicable legislation and statutory requirements.

The co-ordination, implementation and delivery of multiple agreed bespoke projects.
Ensuring effective financial management and high quality, responsive and integrated customer focused services for the fabric maintenance programme of work and assigned bespoke projects.
Support with the co-ordination of the fabric maintenance programme and projects with the unit�s wider range of M&E and fabric programmes and projects and ensure that appropriate quality assurance processes are implemented.
Ensuring that the necessary pre and post-inspections are completed on any fabric work completed by the in-house workforce and contractors, resolving any immediate issues arising.
Providing specialist professional and technical advice and guidance on all relevant property-related matters as required.

Summary of responsibilities and personal duties

 

Work collaboratively with staff across the service and the department to manage the operational delivery of fabric maintenance services, the energy and climate agenda (including all statutory and non-statutory responsibilities) and support in delivery of the Council�s strategic objectives.
Plan, deploy and manage all allocated resources in such a way as to secure optimal performance and to assist in the achievement of the fabric maintenance sections financial and operational targets.

Contribute to the development of overall department aims, values, objectives, strategies, and policies as a member of the departmental team.
Liaise with relevant Department Project Teams in respect of the design, construction, and handover of new-build and major refurbishment projects.
Assist in the development, implementation, delivery, and monitoring of a fabric planned maintenance programme and bespoke projects for all the Council�s properties and installations.
Responsible for the implementation, management, delivery, and monitoring of reactive and emergency repairs and planned maintenance works orders for the assigned service area, whilst ensuring the continued delivery of bespoke projects and delivery of the overall planned work programme.
Assist in the implementation of service level agreements, in respect of fabric maintenance, including the management, delivery, and monitoring of service level agreements with other Council departments and external organisations working in partnership with the Council.

Produce reports, data, relevant requests for information and documentation for presentation to the Assistant Programme Manager (Fabric), Maintenance Programme Manager (Fabric), and the Property Services Manager, were required to do so.

Assist in the implementation of effective customer engagement techniques to ensure constructive and effective working relationships with staff across the service, the department and wider organisation, senior officers, building occupiers, and a range of external contractors and partners across the construction environment, in support of the efficient co-ordination and integration of cross-disciplinary schemes and projects.
Assist with the timely and accurate compilation of revenue and capital estimates associated with fabric maintenance services and to be responsible for revenue and capital budgets associated with the assigned service area.
Assist in the development of the unit�s annual service plan and for the monitoring and management of a range of performance indicators associated with the assigned service area.
Responsible for the development of works specifications and assist with the production of tender and quotation documents associated with the assigned service area, in accordance with BCC procurement policy including tender & quotation evaluation, and contract award.
Assist in the effective procurement of contracted services required by the fabric section, including regular monitoring, management, and performance review of all contracts within the assigned service area.
Responsible for the effective procurement of goods and services required for completion of works within the assigned service area, and the operation and monitoring of effective contractor management processes as they apply to the assigned service area.

Assist in the delivery, operation, and monitoring of effective project-management techniques, to ensure that assigned fabric works are delivered to cost, time and quality targets.
Carry out rigorous pre and post inspection site visits and assessments to ensure optimal drafting of work specifications and that contracted works are compliant with the work specification and any associated work instructions, for the assigned service area.
Responsible for assessing and verifying the type and amount of works claimed in respect of contractors claims for payment, and to assist the Quantity Surveyors and other members of the departmental team in finalising and agreeing contractor claims for payment.

For the assigned service area, to be responsible for ensuring compliance with statutory obligations and codes of practice in respect of fabric maintenance and related matters, and that effective processes and procedures are managed and monitored to ensure that these obligations are fully met to ensure a prompt and effective response.
Assist in the surveying, assessment, completion, and delivery of fabric condition surveys at all Council Locations and resolve priority issues as they arise.
Provide technical support and advice in respect of existing and proposed structures, installations, infrastructure and related equipment, and to assist in the production of feasibility reports and cost estimates on fabric issues as required, in liaison with the Senior Quantity Surveyor.
Identify and analyse building defects and to carry out appropriate measurement and the testing of building elements through the use of a range of appropriate equipment (for example damp meters, borescopes and crack monitors and other tools).

For the assigned service area, to be responsible for the operation and monitoring of safe systems of work, to ensure that all work is carried out with due regard to Health and Safety legislation and best practice and that potential risks are identified and mitigated against within the construction environment.
Assist in the deployment of a business continuity plan as part of the Councils identified critical services, forming part of the corporate emergency plan, as necessary.

Assist in the implementation, management, and monitoring of information systems solutions and technology in line with the sections evolving needs and responsibilities including the use of all ICT hardware and software supplied.

Assist in the management and monitoring of appropriate quality assurance systems as required.
Represent the section on corporate groups, and to participate in working groups, project teams and other ad hoc groupings as directed by the Assistant Programme Manager (Fabric).
Represent the Assistant Programme Manager (Fabric) as required within the postholder�s sphere of responsibility.
Motivate and manage any staff, that may be assigned to ensure effective service delivery and to be responsible for reviewing and implementing a proper staff training and development programme.
Participate in all induction and in-service training provided by Belfast City Council and in the induction and support of all newly appointed staff and other human resource management policies and procedures, as appropriate, including, absence management, disciplinary and grievance procedure.
Participate as directed in the Council�s recruitment and selection procedures.
Act in accordance with the council and departmental policies and procedures including customer care, equal opportunities, health and safety, safeguarding and any pertinent legislation.
Undertake the duties in such a way as to enhance and protect the reputation and public profile of the council.
Undertake such other relevant duties as may from time to time be required.
