Main purpose of job
To be responsible to the Events Officer for assisting with the development, management, delivery and evaluation of a comprehensive, customer focused programme of events. This will include establishing regular programmes, schemes, fun days and events to encourage the use of open spaces and active living in line with the council�s Open Space Strategy.
To promote the council�s key messages through outdoor events in parks.
To research new developments in events management and providing advice to members and staff on issues relevant to parks events.
To support the Open Spaces and Active Living Manager with the delivery of the Parks and Open Spaces strategy.
Summary of responsibilities and personal duties
To assist the Events Officer develop, manage and evaluate a comprehensive and varied programme of events in parks and open spaces according to set budgets and timescales to ensure maximum use of parks and leisure facilities.
To act as first point of contact for customers enquiring about booking an event in parks and open spaces. To provide advice and guidance on all matters relating to the department�s Events Policy, assisting customers to complete the required procedure prior to the event taking place.
To assist with the monitoring, evaluation and review of all events in parks in light of council policy and the Open Space Strategy.
To assist with the preparation and evaluation of tenders and quotations in respect of events in parks and to manage appropriate external contractors, entertainers and demonstrators at events. To ensure the necessary high standards of service delivery through the supervision of staff employed by the council, and/or staff employed by contractors working for the council.
To ensure that all relevant licenses, legal agreements and risk assessments are in place prior to all events.
To ensure the implementation of all health and safety measures in connection with events, including all necessary liaison with the council�s Health and Environmental Services department and with external bodies such as the Police Service for Northern Ireland (PSNI), Department for the Environment (DoE), Belfast City Centre Management (BCCM), and Belfast Visitor and Convention Bureau (BVCB).
To liaise effectively with other officers within the department, for example, Participation Officers in Leisure Services, Leisure Development Unit, Community Parks Outreach Managers and the Policy and Business Development Unit to identify and develop opportunities for partnership working, developing activities for families and devising schools programmes thereby delivering a more efficient and effective service.
To support corporate media relations resource in promoting good public relations between City and Neighbourhood Services Department and the general public.
To support the use of parks facilities for events by establishing working relationships with external groups such as relevant community and tenants associations, voluntary bodies, specialist associations, horticultural groups, voluntary groups, schools and interest groups.
To assist the Events Officer in providing the content of all online and print publicity material for programmed events to the department�s Lead Communicator. This should include all relevant event booking documents, guidance manual etc.
To research development in the field of public event management and to research new and potential ways of encouraging the use of parks and leisure services through organising events.
To ensure key corporate messages are transmitted through events in parks by liaising and working with other council departments and external organisations and partners.
To implement appropriate methods of measuring success including the monitoring of own work and time for budget and performance monitoring.
To prepare information and reports as requested, under the direction of the Events Officer.
To undertake regular training to ensure that all knowledge required to safely stage events is kept up to date, for example, health and safety, risk assessments, legal agreements etc.
To motivate and manage any staff, that may be assigned, to the post holder to ensure effective service delivery and to be responsible for reviewing and implementing a proper staff training and development programme.
To participate in all induction and in-service training provided by Belfast City Council and in the induction and support of all newly appointed staff and other human resource management policies and procedures, as appropriate, including, absence management, disciplinary and grievance procedure.
To participate as directed in the council�s recruitment and selection procedures.
To act in accordance with the council and departmental policies and procedures including customer care, equal opportunities, health and safety, safeguarding and any pertinent legislation.
To undertake the duties in such a way as to enhance and protect the reputation and public profile of the council.
To undertake such other relevant duties as may from time to time be required.

Essential criteria
Qualifications and experience
Applicants must, as at the closing date for receipt of application forms, be able to demonstrate on the application form, by providing personal and specific examples, at least one year�s relevant experience in each of the following areas:
assisting with the planning and delivery of outdoor parks� events and activities; and
assisting in the marketing and promotion of events and activities including the provision of content for on-line and print publicity material.

Short-listing criteria
In addition to the above experience, Belfast City Council reserves the right to shortlist only those applicants who, as at the closing date for receipt of application forms, can demonstrate on the application forms, by providing personal and specific examples:
in the first instance, at least one year�s relevant experience of (c) developing relationships with customers, communities and groups in order to provide good customer service whilst increasing the usage of the facilities; and
in the second instance, have at least two years� relevant experience in all three of the above noted areas (a-c).
