OVERVIEW

The Countryside Warden role has two distinct roles across 2026/27:

April to August – Management of Tyrella Beach, Downpatrick.

September to March – Management of the Automated Car Park System at Council’s four Forest Parks (based either at Kilbroney or Castlewellan Forest Parks).

The Countryside Warden will be responsible for the following:

Managing a team of staff to include organising rotas, assigning duties, undertaking inductions and basic training, and timesheet approval.
Overseeing the collection of car park income to include completion of the relevant financial documentation and lodgement of collected monies.
Overseeing traffic management at the car parks.
Undertaking and overseeing cyclical health and safety checks across the site.
Undertaking risk assessments for on-site activities.
Undertaking and overseeing outdoor manual activities such as grass cutting, litter picking, signage cleans etc.
Overseeing the issuing of accessible beach equipment to Mae Murray Foundation members.
Overseeing vehicle access to the beach for blue badge holders.
Ensuring Blue Flag requirements are implemented and upheld.
Overseeing cleaning contractor and spot cleans of facilities by NMDDC staff.
Ensuring the site is sufficiently stocked with PPE, uniform and toiletries from NMDDC stores.
Ensuring that all on-site regulations and byelaws are upheld.
Duties and Responsibilities
(1) To contribute to the development, implementation, monitoring and review strategy, policies and procedures to meet current and future requirements for Tyrella and Murlough Beaches in line with best practise and changes in legislation, which support the Council’s Corporate Plan.
(2) To carry out market research and promote facilities, including seeking appropriate funding, develop a range of events aimed at encouraging greater enjoyment, use and appropriate public access, consistent with a visitor attraction and conservation area.
(3) To identify and agree an appropriate programme that meets the demands of the visitor attraction sector yet remains environmentally sensitive in terms of the conservation of the countryside experience.
(4) To carry out risk assessments for all countryside water hazards to ensure compliance with the Council’s Water Safety policy.
(5) To lead, motivate appraise those staff reporting directly to the post holder within agreed timescales and promote the development of staff to ensure the coordination of all work programmes to meet and achieve the objectives of the Council.
(6) To contribute to Corporate, Departmental and Regional working groups as required.
(7) To prepare, implement and monitor business plans for the service, to evaluate and agree/review performance objectives for the service and to contribute through the Director of the service to the Corporate Plan and budget.
(8) To contribute to the preparation of financial estimates for the service and deliver the service within the agreed budgets.
(9) To prepare, implement and monitor a risk register for the Services under control of the post.
(10) To prepare and present reports to Council and Committee meetings as required by the Director.
(11) To authorise the purchase of goods and/or services in accordance with the Council’s procurement policy.
(12) To ensure that corporate policies and procedures are adhered to at all times.
