Main Purpose of Post/Job
Summary
Working in all weather conditions, the postholder will act as a working team leader for a small unit whose responsibilities include the maintenance of the full range of the Council’s parks, garden’s and open spaces.
Duties and Responsibilities
1. Undertake a full range of supervisory duties as assigned by the direct line Supervisor.

2. Responsibility for the control of staff as directed by the direct line Supervisor.
These duties will include:
Control of all equipment allocated to the squad and proving detailed reports of any items damaged, lost etc.
Ensure proper use of equipment allocated to their team.
Assist in the preparation of timesheets, documentation and other administrative duties as required by Line Manager.
On site supervision and direction of team in relation to work activity and control of equipment to ensure compliance with all regulations to Health and Safety at Work and ensuring that good working practices are maintained.
Report to the relevant Officer all alleged accidents/incidents at work or any breach of disciplinary or grievance within their team.
Ensure that the standard of work is maintained to a satisfactory level.
Team Leader to be responsible for ensuring high standard of conduct and adherence to Council procedures.
3. Lead the skilled horticultural/arboricultural/fine turf/play area operations in either mobile or static squad.
4. Undertake work in public parks, playing fields, landscaped areas and similar open spaces, i.e. general maintenance of these areas e.g. grass cutting, hedge trimming, clearing leaves and litter, constructional labouring work, erection and dismantling of sports and other equipment, cleaning e.g. Council buildings such as changing rooms and toilets.
5. Identify and cultivate a wide range of trees and shrubs and be able to take remedial action for the control of growth, pests and diseases, with a wide range of horticultural tools and sundries in accordance with best practice.
6. Patrol and attendance activities, maintain and enforce Council bylaws, collection and issuing of tickets, and maintenance of orderly conduct by the public.
7. To assist in day to day liaison with client monitoring officers, members of the public, community groups and the PSNI
8. Horticultural operations e.g. planting, pruning, seeding, turfing and general grounds maintenance, basic setting out and marking of sports areas.
9. Drive and be responsible for allocated vehicles. Duties will include vehicle checks (for example, oil and water checks), required routine maintenance and cleaning, transportation of goods equipment and personnel, assisting in the loading and unloading of vehicles, using mechanical aids where appropriate, completion of associated paperwork. Be familiar in the use of telecommunications equipment in accordance with Road Traffic Legislation.
10.Operate a wide range of grounds maintenance and light plant machinery, which may include tractors and tractor-mounted equipment.
11.Undertake activities largely u s i n g craft skills, e.g. interpretation of plans, site preparation and construction, soft and hard landscaping and setting out of pitches, tree care propagation, floral displays and creative planting designs.
12.Check, lubricate, erect and dismantle play area equipment including minor repair works. Prepare reports and attend Court in respect of same if necessary.
13.Work with minimum supervision and have responsibility for the direction of the work of trainers and/or other employees assigned to them. Supervise team members (which may include staff with learning difficulties) as and when allocated by Line Manager with the ability to pass on skills and direction to lower grade staff.
14.Upkeep ISO 9001 and ISO1401, recording paperwork as laid out by Department.
15.Carry out PA1- PA6 spraying and maintain all COSHH records.
16.Keep a recorded check on life rings and ring holders along Council waterways.
17.As a Keyholder, be responsible for the squad’s equipment storage bay.
18.Assist in monitoring the work of sub-contractors on any park and cemetery sites, Council green space/amenity area.
19.As a Keyholder, prepare parks for opening/closing as and when requested, which includes advising the Leisure Department on the availability of playing facilities.
General
1. Carry out duties in compliance with the Health and Safety at Work Order 1978 (as amended); Acts of Parliament; Statutory Instruments and Regulations and other legal requirements; and all Council Policies and Procedures including Dignity at Work, Health and Safety, Attendance and all relevant Codes of Conduct.
2. Undertake the duties in such a way as to enhance and promote the positive reputation of Newry, Mourne and Down District Council.
3. Lead by example by behaving at all times in accordance with the Councils values and promote same within the organisation and externally.
4. Undertake all aspects of work respecting confidentiality and ensure that personal and/or sensitive information under the control or access of the postholder is used, stored and maintained in accordance with relevant data protection legislation.
5. Contribute to Corporate, Departmental and Regional working groups as required.
6. Participate in the Councils Recruitment and Selection processes as a panel member, including assisting the panel with development of person specification, identifying selection methods and adhering to advice given regarding current employment legislation and codes of practice.
7. When required, assist in the execution of the Councils Emergency and Business Continuity Plans.
