Main Purpose of Post/Job Summary
The postholder will primarily be engaged in work relating to All Council owned waterways but in general terms will be required to work in all weather conditions and as a team member contributing to the maintenance of the full range of the Councils parks, open spaces as appropriate.

Duties and Responsibilities
1. Drive and be responsible for allocated vehicles, plant equipment and attachments. Duties will include vehicle/equipment checks, require routine maintenance (for oil and water).

 

Job Description
Cleaning, transport goods, equipment and personnel, assist in the loading and unloading of vehicles using where appropriate mechanical aids, completion of associated paperwork, timesheets, work schedules, daily sheets, driver sheets etc. And be familiar in the use of telecommunications equipment.
2. Undertake work in public parks, playing fields, landscape areas and similar open spaces i.e. general maintenance of these areas e.g. grass cutting, hedge trimming, sweeping, hoeing, raking edging, removal of litter and rubbish, application of chemical pest control methods including calibration of sprayers and identification of a range of pests, diseases and weeds. Constructional labouring work, erection and dismantling of sports and other equipment, cleaning e.g. public buildings, changing rooms and toilets.
3. Patrol and attendance activities, collection and issuing of fees and tickets and maintenance of orderly conduct by the public to ensure Council bylaws are compiled with.
4. Undertake horticultural operations, e.g. planting, pruning and seeding, grounds maintenance, e.g. grass cutting, hedge strimming, hoeing, raking, edging, application of chemical pest control methods, including calibration of sprayers and identification of a range of pests and diseases, basic setting out and marking of sports areas and upkeep of artificial/synthetic surfaces and, where appropriate, chemical control under direction.
5. Operate powered launch and other Council boats to enable them to undertake canal and reservoir maintenance duties.
6. Operate a wide range of hand and powered hand tools and light plant & machinery, ensuring staff and public safety is adhered to; be responsible for the security of tools and machinery to prevent damage or their loss. Where the Postholder is qualified to do so they will operate horticultural tractors and attachments, as required.
7. Activities largely utilising craft skills e.g. interpretation of plans, site preparation and construction, soft and hard landscaping and setting out of pitches, tree care.
8. The Postholder will be expected to work with minimal supervision and to accept responsibility for the direction of the work of trainees and/or other employees assigned to them.
9. To maintain records and complete associated paperwork in connection with acts of vandalism.
10.To ensure all work is carried out with Health and Safety at Work Legislation and Council regulations.
11.Operate and monitor water levels/banks and walls, manual opening/cleaning of sluices and gates along canal waterway.
12.Prepare parks for opening and closing, as a key holder to Council parks, as and when requested, which also includes advising the Leisure Department on the availability of facilities.
13.Assist the Play Area Facilities Officer with implementing a maintenance programme for play areas and play equipment.
14.Where the Post Holder is in possession of a current PA1-PA6 spraying qualification they will carry out spraying operations and maintain all necessary records in compliance with COSHH Regulations.

General
1. Carry out all the duties of the post in the working conditions normally inherent in the job
2. Carry out duties in compliance with the Health and Safety at Work Order 1978 (as amended); Acts of Parliament; Statutory Instruments and Regulations and other legal requirements; and all Council Policies and Procedures including Dignity at Work, Health and Safety, Attendance and all relevant Codes of Conduct.
3. Complete all documentation associated with the duties of the post
4. Participate in staff training and development activities to update and enhance knowledge, skills and competence required to fulfil the role in full
5. Undertake the duties in such a way as to enhance and promote the positive reputation of Newry, Mourne and Down District Council.
6. Lead by example by behaving at all times in accordance with the Councils values and promote same within the organisation and externally.
7. To maintain and enforce Council Bye Laws
8. Attend court to represent Newry, Mourne and Down District Council.
9. Undertake all aspects of work respecting confidentiality and ensure that personal and/or sensitive information under the control or access of the postholder is used, stored and maintained in accordance with relevant data protection legislation.
10.Contribute to Corporate, Departmental and Regional working groups as required.
