Main purpose of job
To be responsible to the Area Contract Manager (Building) or other appropriate officer to undertake work within the Building Maintenance Operation either individually or as part of a team.
Summary of responsibilities and personal duties
Carry out as directed the full range of work associated with their particular trade.
Specific duties:
Maintaining, storing and using all types of painters tools, e.g. ladders, trestles, staging, brushes, knives and trays etc. Erecting and dismantling scaffolding which involves working at heights.
Applying painters hygiene in the use of hands, overalls, brushes and rollers, etc.
Preparing different types of surfaces both externally and economically, e.g. undercoat, gloss, emulsion etc. Hanging different types of wallpaper and wallcoverings, including Muraspec etc.
Ensuring the proper and safe use and storage of thinners and diluents.
Treating in the correct manner, cracking, flaking, blistering etc of surfaces.
Applying varnishes, stains and glazes etc.
Ensuring that regulations are adhered to.
To carry out reactive/planned maintenance work in any council property.
To work from painting schedule/specification where required.
To identify, order and collect materials as required.
To participate in performance management and billing procedures as implemented by the Section.
To assist in on-the-job coaching and training, eg new employees, contractors and temporarily assigned apprentices etc.
To drive council vehicles as required.
To motivate and manage any staff, that may be assigned, to the post holder to ensure effective service delivery and to be responsible for reviewing and implementing a proper staff training and development programme.
To participate in all induction and in-service training provided by Belfast City Council and in the induction and support of all newly appointed staff and other human resource management policies and procedures, as appropriate, including, absence management, disciplinary and grievance procedure.
To participate as directed in the councils recruitment and selection procedures.
To act in accordance with the council and departmental policies and procedures including customer care, equal opportunities, health and safety, safeguarding and any pertinent legislation.
To ensure all work carried out is carried out in accordance with Health & Safety at Work Legislation, CDM Legislation and council regulations.
To undertake the duties in such a way as to enhance and protect the reputation and public profile of the council.
Undertake such other relevant duties as may from time to time be required.
This job description has been written at a time of significant organisational change and it will be subject to review and amendment as the demands of the role and the organisation evolve. Therefore, the post-holder will be required to be flexible, adaptable and aware that they may be asked to perform tasks, duties and responsibilities which are not specifically detailed in the job description but which are commensurate with the role.
Workforce terms and conditions
All employees with appropriate licences will be required to drive when necessary.
Payment by BACS fortnightly.
The use of swipe card system.
Implementation of performance bonus systems.
Staff must attend training requirements (J.C.T. condition).
To be able to work flexible hours when required.
To work on their own initiative.
Chase own materials through Expediter.
Wear uniform and/or protective clothing at all times.
Complete all required paperwork correctly, fully signing off completed jobs.
Use of own vehicle if and when required.
Essential criteria
Qualifications and experience
Applicants must, as at the closing date for receipt of application forms:
have an NVQ Level II in Painting and Decorating or equivalent qualification; and
have a full, current driving licence which enables them to drive in Northern Ireland, or, have access to a form of transport which enables them to carry out the duties of the post in full[1];
Applicants must also, as at the closing date for receipt of application forms, be able to demonstrate on the application form, by providing personal and specific examples, at least one years relevant experience in each of the following three areas:
preparing surfaces prior to carrying out painting or
erecting and dismantling relevant equipment, ensuring that health and safety standards are adhered to; and
decorating painting and decorating in a building and maintenance environment;
Special skills and attributes
Applicants must also be able to demonstrate evidence that they possess the following special skills and attributes, which may be tested at interview:
Communication skills: the ability to communicate effectively both orally and in writing with colleagues, members of the public and internal and external customers.
Organisational and work planning skills: the ability to prioritise workloads to achieve team objectives.
Team working skills: the ability to work effectively both independently and as part of a team.
Health and Safety: an understanding of the health and safety responsibilities attached to the post to ensure the safety of other council employees and members of the public.
Customer care skills: the ability to deal with the public in a tactful and sensitive manner.
Shortlisting criteria
In addition to the above qualifications and experience, Belfast City Council reserves the right to shortlist only those applicants who, as at the closing date for receipt of applications:
in the first instance, can demonstrate, by providing personal and specific examples, at least two years relevant experience in each of the above mentioned three areas; and
in the second instance, have an NVQ Level III in Painting and Decorating or equivalent qualification.
