Main purpose of job

To be responsible to the Line Manager, through the Pest Control Supervisor for carrying out the full range of pest control work, disinfecting work and drain testing and treatments in an effective and efficient manner and in accordance with all set procedures.

To carry out all duties in accordance with specified time and quality targets.

Summary of responsibilities and personal duties

1. To carry out a programme of pest control work including, in particular:-

–     treatment and control of rodents, insects and other pests and all related tasks

–     disinfection and disinfestation of lands, premises, persons, clothing, furnishings, belongings and other items

–     testing of sewers and drains, providing advice on the practicalities of testing to Environmental Health Officers as required

–     sewer treatment, including supervisory duties.

2. To undertake disinfection and disinfestation duties, including:-

–     destruction of rodents, insects and other pests and related tasks

–     relief duty and searching of ships at the port

–     to test sewers and drains

–     control of mosquitoes and flies

–     laying bait and poison as required.

3. To maintain records relating to work carried out as required and to provide reports as required.

4. To participate as required in student training programmes.

5. To liaise with maintenance staff of the Northern Ireland Housing Executive, Housing Associations, Northern Ireland Water, and other organisations as required.

6. To participate in all induction and in-service training provided by Belfast City Council and in the induction and support of all newly appointed staff and other human resource management policies and procedures, as appropriate, including, absence management, disciplinary and grievance procedure.

7. To participate as directed in the councils recruitment and selection procedures.

8. To act in accordance with the council and departmental policies and procedures including customer care, equal opportunities, health and safety, safeguarding and any pertinent legislation.

9. To undertake the duties in such a way as to enhance and protect the reputation and public profile of the council.

10. To undertake such other relevant duties as may from time to time be required.

This job description has been written at a time of significant organisational change and it will be subject to review and amendment as the demands of the role and the organisation evolve. Therefore, the post-holder will be required to be flexible, adaptable and aware that they may be asked to perform tasks, duties and responsibilities which are not specifically detailed in the job description, but which are commensurate with the role.

 

Essential criteria

Driving licence and experience

Applicants must, as at the closing date for receipt of application forms:

(a) have a full, current driving licence which enables them to drive in Northern Ireland, or, have access to a form of transport which enables them to meet the requirements of the post in full[1];

and

be able to demonstrate on the application form, by providing personal and specific examples, at least one years relevant work experience in each of the following areas

(b) pest control operations, programmes, or treatments of pests

(c) following appropriate health and safety procedures whilst carrying out duties in the workplace, outlining any risks associated with the job role; and

(d) providing a high level of customer care to internal and external customers including dealing with and resolving customer complaints and enquiries.
Please note, it will be a condition of appointment that if the successful applicant does not possess the BCPA/RSPH Level 2 Award in Pest Management or equivalent  they will be expected to obtain this within six months of commencing employment in the role.

Special skills and attributes

Applicants must also be able to demonstrate, by providing personal and specific examples, the following special skills and attributes which may be tested at interview:

Communication skills:  the ability to communicate effectively and provide information and guidance to others.

Health and safety knowledge:  the ability to work in confined spaces and at height, to safely handle hazardous substances and to undertake thorough risk assessments with an understanding of the importance of personal responsibility for health and safety compliance.

Team working skills:  the ability to work in a team and on own to achieve team objectives.

Work planning skills:  the ability to plan workload and coordinate the input of data in a busy office environment.

Customer care skills:  the ability to deal effectively with both internal and external customers to create a good impression and enhance and protect the image of Belfast City Council.

Report writing skills: the ability to prepare and maintain all necessary reports, records and analysis as requested by the relevant line manager.

Information technology skills: the ability to use a range of standard office packages

Problem solving skills: the ability to make decisions whilst lone working in order to solve problems to achieve operational objectives.

Short-listing criteria

In addition to the above driving licence and experience, Belfast City Council reserves the right to shortlist only those applicants who, as at the closing date for receipt of application forms:

in the first instance, have a BPCA/RSPH Level 2 Award in Pest Management or an equivalent, relevant qualification (Please note if this criterion is not applied, the successful candidate will be expected to obtain RSPH Level 2 Award in Pest Management or equivalent within six months of commencing in the role of Pest Officer);
in the second instance, has relevant experience of working in (d) an operational pest control environment; and
in the third instance has at least two years relevant work experience, in each of the two areas detailed above (b) and (c).
