Main purpose of job

 

To be responsible to the Business Support Assistant or appropriate line manager for the provision of:

A general messenger service to include the collection and delivery of mail and other items to various council departments and other locations;
Driving the departments vehicles; and
Undertaking basic clerical duties, including the use of core administrative IT systems.

 

Summary of responsibilities and personal duties

 

General duties

 

To report daily to the Business Support Assistant or other appropriate Line Manager for instructions and to report as soon as possible and before finishing work any issues of non-delivered mail or non completion of allocated tasks.

To adhere to all Health and Safety at Work legislation and the councils Health and Safety Policy.

To assist with training and induction of new staff, where appropriate.

To wear council work wear at all times when on duty presenting a first class image for the service which includes any PPE that may be deemed appropriate.

To contribute to, and cooperate with initiatives to improve communication and management within the section, including individual performance management and quality evaluations, such as liP.

To undertake the duties in such a way as to enhance and protect the reputation and public profile of the city council.

To undertake such other relevant duties that may from time to time be required.

To be able to work outside normal working hours as and when required.

 

Messenger duties

 

To sort incoming mail routed through the City and Neighbourhood Services Department and deliver to locations specified on the appropriate schedule and within notified timescales.

To collect, sort, frank and deliver to Royal Mail pick-up point or sorting office, as required, all outgoing mail for the City and Neighbourhood Services Department in line with pick up schedule and Royal Mail collection times.

To collect, sort and deliver mail to various council parks, offices and other locations. To deliver and collect mail timely, working to a detailed delivery schedule and recording signatures as appropriate. This will include mail of a private, confidential and sensitive nature.

To complete all necessary paperwork and ensure that all information required for the delivery of the service is available in an accurate and timely manner.

To collect and deliver bulky stationery, stock and other items.

To assist with the carrying, erection and dismantling of stands and equipment for events and functions.

To set up furniture and assist with room layout for events and functions.

 

Driver duties

 

To drive and be responsible for the departments vehicles, as assigned (and within the post holders driving licence category) and to maintain journey and incident logs in line with operational procedures.
To ensure the assigned vehicle is kept in a roadworthy and operational condition including fuel etc and to advise management immediately of mechanical or other faults.
To complete all vehicle checks and log books daily and ensure the vehicle is clean inside and out at all times presenting a first class image for the service.

To successfully complete any appropriate driver and other training as and when required.

Clerical duties

 

To make lodgements and deliver correspondence to the appropriate bank

To provide cash change when required.

To assist with departmental business support including collation of documents, photocopying making up conference packs, preparation of mail shots and other relevant duties.

To be responsible for stationery and other stock control, issuing approved stock to all sections of the department.

 

Essential criteria

 

Driving licence and experience

 

Applicants must, as at the closing date for receipt of application forms:

 

have a full, current driving licence which enables the post-holder to drive in Northern Ireland, or access to a form of transport which enables the post-holder to carry out the duties of the post in full[1]; and
be able to demonstrate on the application form, by providing personal and specific examples, at least one years relevant work experience in each of the following two areas:
carrying out a messenger service including the collection and delivery of mail and other items across multiple locations; and
driving commercial vehicles in an urban environment.
 

Special skills and attributes

 

Applicants must be able to demonstrate, by providing personal and specific examples, evidence of the following special skills and attributes which may be tested at interview:

 

Customer care skills: good inter-personal skills with an awareness of the importance of providing excellent customer care and creating a good impression to enhance the reputation of the council when in contact with members of the general public.

 

Team-working skills: the ability to work with others and to contribute to the effective meeting of team objectives.

 

Work-planning skills: the ability to make decisions on a day-to-day basis in relation to personal working methods and requirements. The ability to prioritise work tasks and to understand and implement work programmes to ensure satisfactory completion.

 

Health and Safety: a basic understanding of health and safety responsibilities in relation to self, other employees and the general public.

 

Communication skills: the ability to communicate effectively both orally and in writing.

 

Information Technology skills: the ability to use standard Microsoft Office packages.
