Bluestones Staffing are partnering with Belfast City Council to hire a Civil Engineering Officer on a temporary ongoing basis. This is a full-time position with an immediate start required upon selection.

Hours: 37 hours per week

Rate of Pay: £19.35 per hour

About the role…

The Civil Engineering Officer will assist the Senior Civil Engineering Officer in delivering civil engineering functions for the Parks and Leisure department. This includes managing projects to meet quality, time, and budget targets while engaging with internal and external stakeholders effectively.

Job Responsibilities:

  • Assist with planning, prioritizing, and estimating costs for civil engineering projects, including managing small works and bitumen macadam contracts to meet departmental standards.
  • Provide civil engineering advice to council departments, participate in corporate working groups, and stay updated on industry developments, recommending improvements where applicable.
  • Support the implementation and inspection of park pathways, roadways, and hard surfaces, ensuring compliance with DDA requirements and Construction (Design and Management) Regulations.
  • Prepare technical reports, maintain computer record drawings, and handle project documentation for budget and performance monitoring.
  • Oversee contractors on-site, contribute to playground construction projects, and act as Resident Engineer or Clerk of Works on contracts, ensuring project compliance with safety and legal standards.
  • Coordinate with Legal Services and provide expert testimony when necessary.
  • Mentor assigned staff, support training and development, and adhere to HR policies, including recruitment, absence management, and staff evaluation.
  • Follow council policies, including health and safety, equal opportunities, and customer care, while supporting the council’s public profile.

Essential Criteria:

  • A third-level qualification in Civil Engineering or a related field.
  • A valid driver’s license and access to transportation suitable for Northern Ireland travel.
  • Minimum of one year of relevant work experience in three of the following areas: Supervising contractors in construction / Record-keeping in construction, such as surveying,
    CDM regulations knowledge / Risk assessments for construction works.
  • Proficiency with AutoCAD, MS Office, or MS Project.
  • Technical knowledge to provide high-level support and advice.
  • Proficiency with standard IT applications, database manipulation, and specialized software.
  • Strong written communication skills, with clarity in technical documentation.
  • Ability to prioritize complex tasks, make sound decisions on technical issues, and meet cost, quality, and timeline targets.
  • Knowledge of relevant health and safety legislation.
  • Customer care skills, tact in handling sensitive issues, and a collaborative approach to team settings.
