The BSO may be required to work on certain weekend days. These weekend days will constitute normal working hours for the calculation of the 37 hour week, with an alternative day off on those weeks. These will be agreed with BSO line manager in advance.

To be responsible to the Commercial Support Officer for the supervision of allocated staff and ensure the provision of all administrative, human resources, financial, quality and front of house matters to ensure that the business needs of the department are met in an efficient and cost effective manner.
To assist the Commercial Support Officer in providing advice and guidance to senior managers and other staff in the section on administrative, human resources, financial and quality matters
Summary of responsibilities & personal duties
1. To assist with the provision of human resources, financial and general administrative support, including advice and guidance in liaison with the relevant departmental personnel.
2. To be responsible to the Commercial Support Officer for overseeing the provision of all front of house service and business matters including retail operations, procurement and stores management
3. To be responsible for the day to day management of all allocated staff with responsibility for programming the workload and priorities in liaison with the Commercial Support Officer and senior management.
4. To be responsible for customer care within the service, managing standards and dealing with queries and complaints in accordance with departmental and corporate procedures.
5. To assist the Commercial Support Officer with the business planning process and to monitor and review performance against assigned indicators and targets
6. To identify the business needs of the section and, in conjunction with the Commercial Support Officer, to assist in developing and implementing staffing arrangements to meet these needs
7. To oversee the proper and efficient purchasing of goods and services including placing orders, processing of invoices; preparing specifications for goods and services and monitoring the quality provided. To ensure all purchasing is in accordance with the councils policies, financial regulations liaising with relevant officers and departments.
8. To assist the Commercial Support Officer with the management and co-ordination of all systems, procedures, record keeping and reporting with regard to human resources, finance, administrative and quality support.
9. To assist the Commercial Support Officer in providing management support to the senior management team, managers and officers as required
10. To assist Commercial Support Officer in reviewing relevant working practices and procedures to support the department business needs and make recommendations for improvements.
11. To ensure accurate and timely management, production and collation of service performance data required for committee reports, reports, official returns, freedom of information, data protection, and performance measurement.
12. To assist the Commercial Support Officer in the coordination and development of the service risk register and business continuity plan in line with the corporate processes.
13. To assist the Commercial Support Officer in developing, implementing and monitoring appropriate quality initiatives.
14. To undertake, as required, service specific business support tasks, within the assigned service in line with Departmental priorities
15. To liaise with other departments and participate in corporate and service level interdepartmental teams and project groups.
16. To represent the relevant line manager, when necessary within the postholders sphere of responsibility.
17. To participate as directed in the councils selection interview programme.
18. To act in accordance with the council and departmental policies and procedures including customer care, equal opportunities, health and safety and any pertinent legislation.
19. To participate in all induction and in-service training provided by Belfast City Council and in the induction and support of all newly appointed staff and other human resource management procedures as appropriate.
20. To undertake the duties in such a way as to enhance and protect the reputation and public profile of the council.
21. To undertake such other relevant duties as may, from time to time be required.
Essential criteria
Qualifications and experience
Applicants must, as at the closing date for receipt of application forms:
have a third level qualification in a relevant subject such as Finance, Business Studies, Accountancy, Human Resources or equivalent qualification and be able to demonstrate, by providing personal and specific examples on the application form, at least one years relevant experience in each of the following three areas:

a) assisting with and providing advice and guidance to operational management and other departmental personnel on: HR policies and processes; the analysis and monitoring of substantial budgets by providing statistical reports and information; the development of and use of systems and processes;
b) effective administration of procure-to-pay systems, including preparing and evaluating quotation documentation, purchase order processing and effective stock control and reporting; and
c) working in a customer service environment, including dealing with customer requests and complaints effectively, as well as managing administration and support staff, including programming workloads and ensuring a high standard of customer service is provided.

Written communication skills: An excellent standard of literacy and the ability to write high level reports, and memos in a clear and simple language.

Systems development skills: The ability to review and implement systems and processes required to maintain the effective and compliant operational procedures for the directorate and to deliver up-to-date management information.
Information technology skills: The ability to operate a range of standard office programs and have a high degree of understanding of how ICT and new technology can increase business efficiency.
Political sensitivity skills: An awareness of how Local Government and other public bodies operate and the ability to work with a diverse group of other managers and professionals, both internally and externally, to meet common objectives.
